Court documents suggest that moments before she was supposedly killed, surveillance cameras recorded her would-be assailant tailing her into her apartment building's elevator. Several days later, her body was found on the roof of the same building.

Suspect Allegedly Caught on Camera

The court papers provide fresh insights into an alleged interaction between LaPere and the man accused of her murder, Jason Dean Billingsley. Billingsley, a registered sex offender with an existing warrant for his arrest, was following the victim on a Friday night, unidentified law enforcement officials familiar with the investigation told CNN. Thousands of people are mourning LaPere, the CEO and co-founder of the tech startup, EcoMap Technologies, who is believed to have been killed on Friday, according to police. However, her body was only discovered on Monday.

The Incident Caught on Surveillance

As the investigation progresses, more chilling details emerge. The CCTV footage shows LaPere walking into her apartment building and returning to the front door after spotting a man, later identified as Billingsley, signalling her through the glass door. The man appeared to be having difficulty entering the building, and LaPere let him in, the statement further described.

Soon afterwards, the suspect is supposedly seen running back into the lobby through a staircase, and quickly wiping his hand on his shorts. About 40 minutes had passed between the suspect following LaPere into the elevator and him subsequently leaving the building, law enforcement sources confirmed.

A Heinous Crime Scene and the Arrest

When discovered, police found several items scattered across the rooftop crime scene, including a pair of red shoes, presumed to be LaPere's. She had been strangled and sustained blunt force trauma, according to court documents. After days of relentless search, Billingsley was arrested on Wednesday at a railway station in Bowie, Maryland, roughly 25 miles from downtown Baltimore.

Suspect's Past and Ongoing Investigations

Law enforcement personnel have charged Billingsley with first-degree murder and assault, among other charges related to LaPere's death. No attorney representation for Billingsley could be established by CNN. Similarly, he has been charged with first-degree rape, arson, and attempted murder related to an incident that occurred on September 19.

In another alarming revelation, Police were already on a manhunt for the suspect, but declined to issue a public notice, fearing that he might flee. Despite their efforts, Billingsley managed to evade arrest.

Community Response and Future Investigations

Authorities have faced criticism for not alerting the public about the suspect, but police defended their decision stating the initial case appeared to be a targeted, not a random attack. The victim's family expressed relief and gratitude for the efforts leading to Billingsley's arrest and police continue to investigate if there are any additional crimes connected to Billingsley since his release in October 2022.
